Permanently mentally or physically disabled
persons shall be permanently excused upon presentation of a doctor's affidavit.
See attached affidavit.
Persons seventy (70) years of age or older
shall be permanently excused upon request and presentation of an appropriate
affidavit. See attached affidavit.
Disqualifications
Persons who are no longer a legal resident of Dekalb County.
Persons who have been convicted of a felony, and whose civil rights have not been restored.
Persons who do not understand and/or speak
the English language.
Persons who are not a United States citizen.
Selection of Grand Jurors
In Dekalb County, Grand Jurors are randomly
selected by computer. Summons are sent out by mail approximately one month
in advance of the appearance date. The Grand Jury consists of not less
than 16 nor more than 23 Dekalb County citizens. Three alternates may
be sworn and substitute for regular Grand Jurors.
Qualifications
All citizens of Dekalb County, 18 years of
age or older who are not incompetent because of mental illness or mental
retardation, who have resided in the county for six months proceeding
the time of service, and who are the most experienced, upright, and intelligent
persons are qualified and liable to serve as Grand Jurors.
Grand Juror Pay
Grand Jurors are paid on the same basis as traverse jurors (see jury
pay reimbursement).
Length of Service
Grand Jurors currently serve a term of two months

"You, as foreperson (or member) of the
grand jury for the County of DeKalb, shall diligently inquire and true
presentment make of all such matters and things as shall be given you
in the court's charge or shall come to your knowledge touching the present
service; and you shall keep the deliberations of the grand jury secret
unless called upon to give evidence thereof in some court of law in this
state. You shall present no one from envy, hatred, or malice, nor shall
you leave anyone unpresented from fear, favor, affection, reward, or the
hope thereof, but you shall present all things truly and as they come
to your knowledge. So help you God."
