Financial Administration Division

As provided for in OCGA § 15-5-24 the Financial Administration Divisions mission is to provide Accounting, Payroll and Fiscal Support to Judicial Organizations, maintain all Accounting and Payroll Records in compliance with the Georgia Accounting Policies and Procedures Manual and as required by the Governmental Accounting Standards Board, provide sound internal control structure to properly safeguard assets of the judiciary and maintain stewardship of public funds.

This division serves several Judicial agencies with over 170 projects including the Judicial Council, Administrative Office of the Courts, Various councils of court judges, Commission on Interpreters, Board of Court Reporters, Office of Dispute Resolution, Judicial Qualifications Commission, Institute of Continuing Judicial Education, Appellate Resource Center, Council of Juvenile Court Judges, Judicial Administrative Districts of the Superior Courts, Supreme Court and the Council of Superior Court Judges.

Overview of Services

Accounting, Audit Support and Assurance Services

Prepare monthly reconciliations of all asset accounts including Fixed Assets, Bank Accounts, Local Government Investment Pool Accounts, Appropriations, and Clearing Accounts.

Prepare monthly reports for all organizations posted electronically for review by program managers.

Prepare annual financial statements for inclusion in the States Consolidated Annual Financial Report and the Report of the State Accounting Officer.

Advise and assist the Supreme Court and Superior Courts on select financial issues as needed.

Payroll and Benefits

Maintain personnel records, process bi weekly payroll, maintain and process leave records as well as all flexible benefits.

Accounts Receivable

This section is solely responsible for review and analysis of all revenue sources. Process all funds received to appropriate projects as well as bank deposits, Local Government Investment pool transactions, Appropriations transactions, Internet credit card payments.

Accounts Payable

Process all fund disbursements once invoices are received. With assistance of the accountant, this section also maintains all payment records in an electronic repository.

IRS and Regulatory Compliance

Complete monthly reconciliations of salary and travel, per diem and fees, all federal programs for inclusion in the annual Report of the State Accounting Officer. Review all 1099 and W4 files for IRS reporting and makes adjustments as necessary. Monitors financial regulations such as travel regulations, asset deprecation, capitalization, etc.

Fixed Assets

Maintain a comprehensive list of fixed assets for all programs and projects. Daily interfaces with the fixed asset module with the general ledger. Reconcile fixed assets on a monthly basis.

Operations and Purchasing and Procurement

This section is responsible for all leases, fleet management, purchasing and procurement including procurement cards, utilities, telecommunications, risk management, encumbrances and central operations.

District Court Administration Support

The district accounting manager manages all financial aspects (accounts payable, purchasing, budgeting, leases, fixed assets etc.) for the Court Administrators for the 10 Districts of the Superior Courts of Georgia. Monitor and manage the daily cash position of the entire agency and other special projects assigned by the associate director.
